Morioka Takashi (Takeru Sato), a youth who was born in a foster care facility, loses his job as a temporary worker. In order to buy back the foster care facility which is saddled with a heavy debt and about to be shut down, he lends a hand to Yuki (Tamaki Hiroshi). He commits criminal acts, stealing illegal donations and bribes, but despite the worry of Yukari (Mitsuki Tanimura), who grew up in the same facility as he did, he is enchanted by Yuki's words, "Change this rotten world." However, Takashi walks into a trap and in order to save Yukari has to challenge the "Devil's Game" that Yuki has set up.
